1 ·Why Kagera

Kagera occupies the north-western corner of Tanzania Mainland, bordering Uganda, Rwanda and Burundi and fronting Lake Victoria. Its economy rests on smallholder agriculture — coffee above all — with the principal investment gap lying downstream of the farm, in processing, aggregation and export preparation.

What Kagera offers

  • Strategic Great Lakes access

Proximity to Lake Victoria and to cross-border markets through established corridors and border posts.

  • Established agricultural base

A long-standing smallholder coffee sector alongside banana, horticulture, dairy and lake fisheries.

  • Cross-border trade potential

Direct access to Rwanda, Uganda and Burundi, and through them to the wider Great Lakes market.

  • Processing gap to be filled

Most produce leaves the region unprocessed, so the value added by processing is captured elsewhere.

3 ·Infrastructure and logistics access

The confidence column describes the standing of the evidence, not the condition of the asset. “Partially verified” means part of what was submitted has been corroborated.

Market and logistics access

Three international borders, a lake port at Bukoba and a regional airport. Road corridors carry produce to Mwanza and onward to Dar es Salaam, which remains the longest and costliest leg of any export route.

6 ·Opportunities in Kagera (5)

Land and site references appear only once verified. Legal availability language is conservative by policy; confirmation requires formal INVEST TANZANIA facilitation.

Local institutions and skills

  • Kagera Regional Secretariat

Coordinates council submissions and regional investment review.

  • INVEST TANZANIA Lake Zone

Handles investor engagement and facilitation across the region.

  • Coffee cooperative unions

Primary societies aggregate smallholder production across the coffee districts.

Constraints and data limitations

Risks and due-diligence flags: Grid reliability constrains continuous processing outside the main centres. Cross-border volumes are exposed to changes in neighbouring tariff regimes.

Distance to the Dar es Salaam corridor remains the principal cost constraint on export routing.

Data limitations: District-level infrastructure returns are uneven across the region. Four of the eight councils have published profiles.
This profile supports initial investment screening and does not replace independent technical, legal, financial or environmental due diligence.
